The Egyptian Customs Authority, under the Ministry of Finance, has issued Import Circular No. 21/2025, revoking Circular No. 19/2025, which had required prior approval from the Waste Management Regulatory Authority for importing scrap metals.
According to the new circular, the suspension will remain in effect until the Ministry of Investment and Foreign Trade completes its study and coordination with the Waste Management Regulatory Authority and other relevant bodies, after which new regulations will be issued.
This decision follows a letter from the Head of the Foreign Trade and Agreements Sector, dated August 7, 2025.
Previously, Egyptian Customs had instructed that scrap metal imports would only be allowed with prior authorization from the Waste Management Regulatory Authority, part of the Ministry of Environment.
